Government Program Officers need to act as the source selection authority or source selection team member for proposals they solicit and for unsolicited proposals that are assigned to them. In many cases, the shear volume of proposals does not permit the Program Officers to carefully evaluate each proposal. In these cases, the Program Officers require contractor support to provide evaluations and advise them on the quality of each proposal as measured against the evaluation criteria. The contractor must also identify any unusual or unclear portions of each proposal so that the Program Officers can focus his evaluation effort on those specific issues.
In the end, the Program Officers and the other government employees on the source selection committee must judge the quality and score of each proposal and decide which ones to recommend for award. The contractor’s efforts improve the quality of the review by preprocessing the proposal and focusing the government employee’s attention on the key issues. Obviously, this work involves the handling of proprietary materials and proper safeguarding and non-disclosure procedures must be imposed.
Proposal Evaluation Assistance and Advisory Services
The Fulcrum Team has been providing proposal evaluation assistance and advisory services to the Office of Naval Research for the last 5+ years. In addition to the technical evaluation assistance, we also managed proposal distribution, communications with the source selection team members, and consolidation of scores via an in-house analysis tool which streamlines the reporting process for the source selection authority.
